Academic services are an essential part of the educational infrastructure of the college. They are concerned with providing the necessary support to students and faculty to ensure a comprehensive and effective learning environment. These services include registration, academic advising, curriculum management, class scheduling, performance evaluation, and communication with academic departments to support students in their academic journey.

Services Workflow

Academic services are managed within an integrated organizational structure that begins with welcoming and registering students and extends to organizing their class schedules, monitoring their academic progress, and continuing until graduation. The workflow relies on continuous coordination with academic departments and the adoption of modern electronic systems to ensure accuracy and transparency in all procedures.

The workflow includes the following steps:

  1. Digital Transformation through the use of databases and electronic systems to ensure speed and accuracy in completing transactions.

  2. Receiving and Registering New Students in accordance with the approved ministerial regulations and instructions.

  3. Ongoing Communication with Students to respond to their inquiries and provide the necessary academic support.

  4. Preparing Class Schedules and coordinating with departments to ensure fair distribution of teaching staff and lectures.

  5. Monitoring Students’ Academic Progress including supervision of course additions or withdrawals, academic warnings, transfers, or deferments.

  6. Organizing Central and Final Exams in coordination with examination committees.

  7.  

    Documenting Student Results and issuing official documents such as graduation certificates, confirmations, and academic rankings.

Code of Professional Conduct No. (1) of 2016Article 1: This regulation shall be called the Code of Professional Conduct.Article 2: This Code applies to public employees and individuals assigned to public service.Article 3: The objective of this Code is to establish ethical standards and rules to ensure proper, honorable, and sound performance of public duties.Article 4: First: The employee or public servant shall adhere to the following:Report any instance of corruption to the relevant authorities upon becoming aware of it.Perform their duties with honesty, integrity, professionalism, dedication, impartiality, and commitment to public interest.Provide services to citizens impartially without discrimination based on sect, belief, ethnicity, or other factors.Avoid discussing sectarian topics during official working hours.Strive to be knowledgeable about applicable laws, regulations, and instructions related to their job and apply them without breach or negligence.Refrain from making promises that violate the law and avoid emotional bias when performing duties.Ensure the information provided to the Integrity Commission, other oversight bodies, or any competent authority is accurate and truthful when requested or legally required.Avoid abuse of the legal authority granted to them.Work on developing their professional abilities and skills.Declare any personal interests upon appointment that may affect the performance of official duties.Refrain from engaging in any activity that may create a conflict of interest between their official responsibilities and personal interests.Refrain from working for or accepting rewards from any private sector entity related directly to their previous job for a period of three years after the end of their public service.Second: The employee or public servant shall comply with all duties stipulated in applicable laws. Third: The employee or public servant shall abide by all prohibitions set forth in relevant laws. Fourth: The employee or public servant shall uphold human rights principles in accordance with the Constitution and applicable laws while performing their duties.Article 5 (Amended): All individuals covered by this Code must review its contents, sign the attached declaration form, and act in accordance with it. Compliance with the Code is a condition for continuing public service.Article 6 (Amended): All state institutions must:Take necessary measures to implement Article 5 of this Code.Keep the signed declaration form referred to in Article 5 in the personal file of every employee or public servant.Establish a mechanism to ensure employees’ and public servants’ compliance with the provisions of this Code.Article 7: If an employee or public servant violates any rule of conduct stated in this Code, the competent authorities mentioned in Article 6 are obligated to take legal action against them in accordance with relevant laws.Article 8: All previous codes of conduct are hereby repealed. This Code is effective from the date of its issuance.First Amendment to the Code of Professional Conduct No. (1) of 2016Article 1: Article 5 is amended to read as follows: (All individuals covered by this Code must review its content, sign the attached declaration form, and act in accordance with it. Relevant authorities shall take disciplinary actions against those who deliberately refuse to sign the Code.)Article 2: Paragraph (Second) of Article 6 is amended to read as follows: (The Code referred to in Article 5 shall be kept in the personal file of every employee and public servant after reviewing and signing the attached form.)Article 3: First: Add the following statement to the attached declaration form: (“I, the undersigned, have reviewed the rules and provisions of the Code of Conduct and pledge to adhere to them. Otherwise, I bear legal responsibility in accordance with applicable laws.”) Second: Add the following note to the declaration form: (“A copy of the civil status ID or unified national ID must be attached to the Code of Conduct.”) Third: The declaration form attached to the Code of Conduct shall be amended as per the updated version included with this amendment.Article 4: This amendment is effective from the date of its issuance.

Announcement of Appointments and Their ConditionsGeneral Appointment Requirements: A person may not be appointed for the first time to a government position unless they meet the following criteria:Must be Iraqi or naturalized with at least five years having passed since naturalization.Must have completed 18 years of age (16 years for nurses).Must have passed a medical examination and be free from physical or mental illnesses or disabilities that prevent them from performing the duties of the assigned position, as determined by a medical decision.Must have good conduct and not have been convicted of a non-political felony or a misdemeanor involving moral turpitude such as theft, embezzlement, forgery, or fraud.Must possess a recognized academic qualification.Employment Requirements:The existence of a vacant position in the staffing table.Appointment or reappointment must be issued by the Federal Public Service Council.A person may only be appointed initially in the grade specified in Article 9, while observing the provisions in Article 10.Law of Confirmation and ServiceUpon initial appointment, the employee shall serve a probationary period of one actual year of service. A confirmation order in the employee’s grade must be issued after this period if their competence is verified.The employee shall be dismissed if their department confirms, during the probation period mentioned in paragraph (1) of this article, that they are unfit for the assigned position.The probationary period shall be counted as part of the employee’s total service after confirmation.School holidays are considered actual service for the purposes of paragraph (1) for those entitled to such breaks.An employee dismissed under this article may appeal to the Federal Public Service Council within 30 days from the date they were notified of the dismissal.A non-confirmed employee shall be subject to a new probationary period if reemployed after resignation, job cancellation, or dismissal, and may not be granted a salary higher than their previous one unless permissible under the provisions of this law.Cancellation of Appointments in State DepartmentsAn employee is entitled to receive their salary starting from the date they report to work.If the employee does not report within ten days of being notified of the appointment (excluding normal travel time), the appointment is considered canceled.If a legitimate excuse is provided, the appointing authority may grant the employee an extension not exceeding 30 days from the date of appointment notification. If the employee fails to report within this period, the appointment is considered canceled.An employee whose appointment is canceled, who is dismissed, or removed from service without being suspended, shall be entitled to salary up to the date they are notified of the decision—unless their duties require a handover, in which case they are granted a reasonable period.Sending a copy of the order to the employee or their permanent residence is considered official notification for the purpose of this article.
